replace the fuel pump cover gaskets, it may be sucking air

Fuel Transfer System was created by Donato Martino, SP-CFI
We checked the continuity of all fuel lines and fuel tanks, also the mechanical engine driven pump is working properly.  But the weirdest thing is the header tank still does not fill or replace fuel as we believe it should.  

What are we missing?  Any thoughts and comments are greatly appreciated.
