Yes, this is the part that the steering cables attach to, and the original ("bad" in Vernon's photos) caused a sharp bend in the cables which eventually causes fraying.

Replacing with the "good" part makes a more gentle bend in the cables that won't cause premature fraying.

Here's a listing for the new "good" part that mentions that it satisfies the AD 

You can remove this part without removing the control column.. after pulling out the bolt that holds the control cables, you tap upwards on this part (the steering quadrant) working gradually around the perimeter where it's attached, and it will come off. A medium small hammer and a brass drift would be the best tools. It's only held there by friction (and age) once the bolt is out. If you want to do the whole set of bearings in the column... The whole thing will have to come out and that's entirely doable but more of an ordeal.

in a back issue of coupe capers, Vern showed the difference between the old and new styles, It would have been during a national gathering, so that should narrow your search down a little

Hello everyone, 

During my annual I had to inspect AD 54-26-02  by removing the control cables and inspecting them.
In the AD description it states:

"Modifications approved by the FAA which are believed to eliminate the fraying difficulties are described in the following data:

1. Drawing No. 514, change "A", Met-Co-Aire Co., Fullerton Municipal Airport, Fullerton, Calif.;

2. Drawing No. New 101, change "A," J.V. Newman, Bates Aviation Inc., Hawthorne Municipal Airport, Hawthorne, Calif.

3. Drawing No. 12, dated November 1, 1954, Ed's Airmotive, 430 Windsor Way, Renton 2, Wash.;

4. Drawing No. 415-52137, change "1," dated February 21, 1955, Vest Aircraft Parts Division, Denver, Colo." 

Does anyone references to those drawings?
