				Picture is fuzzy to me but looks like your fabric is loose from the wing rib. Suggest you open up theAD required inspection plates under the wing at tke "puffy" location, and push up on the bottom of the  fabric top surface and see if it moves away from being secured to the wing rib at that point.
If the recover was done with screws, possibly theholes in the ribs may have been damaged and now it's loose over time.
